I tried 2 of the small shorty cigars I recently bought.
The CAO Gold Karat was nice. It was indeed a bit more flavorful than the Robustos I've been smoking and like.
I also smoked a Villiger Export Brasil and was less enamored with it. About halfway through it it became a little better but I'll not be buying those again.

I forgot to mention that the CAOs stated they used long filler for the small stick.
The Villiger was fully open at either end. For the price I'm sure it's scraps. Being open as they are they couldn't be small scraps.
