Is it like Lyle Lovett or is the accent on the second syllable?

That's the way I've always pronounced it. So it's probably wrong.

I must confess. I didn't know the correct pronunciation so I looked it up in the dictionary. Merriam-Webster says it rhymes with covet, but if we followed the rules and conventions we wouldn't be pipe smokers, so I say do what pleases you and to hell with convention. Viva la revolution!

My friend and coworker is Syrian. He pronounces the city of Latakia as lah-tuh-key-uh so it sort of sounds like lotta-keya when he says it.

That is pretty spot on. I actually lived my teenage years in Cyprus as a missionary kid.
My only addition would be that the emphasis is on the "key." (Lahttah-KEY-uh)
