Assuming this isn't a real life situation, in my imagination...
Just as a matter of habit, I generally carry a knife with me. They come in handy for all kinds of things. The one I prefer is a folder, with a 5" blade. I like to keep it very sharp, just in case I need to open something quickly and with minimal effort. Besides, my feeling's always been, "why have a knife you can't shave with?"
Anyway, let's say I go into a shop and enter their walk-in humidor. I observe a box of cigars such as you've posted above. Of course, just like you, I know what I see and am shocked at the sight! Like any good Bum would do, I take my concern to the proper authority and report that there's a terrific case of mold propagating in his humidor. Just doing my due diligence.
Anyway, shop person insists it's plume. Okay, I invite him back to the humidor just to make sure he knows what I'm talking about and that we're on the same page. He looks, he hurrumphs, he hims and haws, but eventually restates his declaration that it's "definitely PLUME".
I say, "okay, thank you, I just wanted to make sure. I think I'll just look around some more."
Honest to God! I have no idea how ALL those cigars ended up with a shallow slice through them. It's so sad that they're now completely unsmokeable, considering all that lovely PLUME! Maybe the RH was a little too high and they cracked."
Of course, no one would EVER do this, but it's sort an entertaining digression...

I have always had problems with this B&M. They own 2 stores in town and both have incredible potential but they have no idea how to regulate their walk-ins. I only go into them because one is next door to the place I get my hair cut and and the other is next door to the UPS store I use.
I have tried to talk to them about how to fix their issues but they are set in their ways and enough of their customers fall for the delusion that their cigars are covered in plume.
its heart breaking to see B&Ms doing this. i wnet into one and the owner was out of town and they guy running the shop was giving recomendations for cigars because they had "plume" growing on them (it was dust on some older boxes not mold)..... and the people where buying em of course. needless to say the owner got a PM on his personal FB from me. im pretty sure that guy is no longer there
