Bought some cigars while in Cozumel and found some sort of white stuff that wipes off easily. Is this mold?

It looks like mold to me.
It is mold for sure. Most will wipe and smoke...some say it is OK. My mold training for work will NOT let me do it. My suggestion is if you do intend to wipe and smoke, at least wipe with a high proof alcohol.
It's cocaine. Rub it on your gums and see if they go numb

Yes, a 150 proof or higher straight grain alcohol should do the trick without leaving any aftertaste...i.e. everclear
I keep everclear on hand for stripping stain off of pipes.
Damn Bob that REALLY sucks. I was hoping when I first say the title of this thread that you got lucky and scored some well aged sticks with plume.
They've been wiped down and stored separately.
I didn't notice any mold along the foot. I assume that doesn't mean it didn't penetrate the rolled leaves. Any idea how long it would generally take to notice a regrowth?
If you wiped it off with the alcohol and keep it stored at a proper rH you should not see a regrowth.
The only times I've pitched molded cigars is when it's in the foot. Otherwise, wipe it down with everclear, keep them separate, and store it at a correct rH (which, for my CC's I prefer 62%).
