There's a few things you could actually do, all are fairly easy..

The easiest solutions are chapstick - unflavored and unmentholated - just apply a little over the wrapper as you would your lips..wipe away any excess and it should stay down rather easily.

Honey can be used, but takes a little bit to dry and needs to be applied very thinly. It may also slightly affect the flavor if the problem is near the area where you'll be cutting - just because the taste will present itself on your lips/tongue for a short bit.

You can buy fruit/vegetable pectin in stores. Any grocery store should carry some form of it. Mix it with water until fully dissolved. You can make a small dropper bottle full and it should last a good while in case you need it more often. Can either use your finger, or a small flat watercolor type brush to apply it evenly under the wrapper, then press it back into place and give it some time to dry.
