So I went through the shipment and the packing slip and they failed to ship 21 out of 63 cigars. They missed a full third of my order. And these are not indicated as "backordered."
What a colossal mess. Needless to say I will never be ordering from cigarbid again and will recommend the same to others.

I have to admit I don't know you or your sites nor do I particularly care. I'm winding down my purchases, especially after this fiasco (and the FDAs unresolved new rules which prompted me to double my stock).
I have all I need to smoke for the next five years at least. Best of luck to you though.

What a headache that sounds like! Sounds like they are short-handed and short-stocked.

It is unfortunate that you did not get your entire order.
With the new FDA regulations taking effect Aug 8th, there have been reports of multiple shipments into the US being held up in Customs by FDA inspectors waiting for proper required documentation.
Additionally, there are reports around the same time that several shipping containers of cigars were delayed in Miami and then destroyed in the process of inspection by US Customs and Border Protection
Why Did U.S. Customs Cut My Cigars in Half? - Editorial –
In large probability, it is an explanation such as this that is the cause of your cigar shipment being delayed. Maybe it is something else entirely? Perhaps your ire is misdirected? Things happen that are out of the business' control. It is not unusual for a retailer to commit stock that is still enroute and hope that everything comes in on time to be turned around to the customer. This is good business practices of efficiency that cut costs and therefore generate additional profit or allow goods to be offered to the customer at greater savings.
You might say that they shouldn't sell stock that isn't in their hands. If they did that, then you probably wouldn't be able to snag "45 items for $115". I am sure there is a good explanation why "21 of your 63 cigars" weren't shipped; like they didn't have them. I don't think they are doing it on purpose to "Steal your Money". Maybe they were irked by your comments on their forum and are doing it intentionally to piss you off.? (sarcasm)
I would hate to go through life thinking everyone is out to get me and steal my money. Seems to me this would be the source of much unhappiness. I don't know, some people do get a kick out of stirring up drama on various media sites to sit back and watch reactions. Now that would be '
an experiment to see what kind of response [one] would get
'
I do hope that this gets resolved for you. If they can't ship merchandise, then you should be credited for that amount. My real hope is that everything comes in soon as you ordered it.

Sadly, the government just expects the retailer to absorb the loss (or pass it on to your customers). If you know 10% of your shipment will be destroyed, you need to make it up with the sales of the ones that survived.
It's really just a hidden tax. They want to keep making it more and more expensive to smoke, hoping that people decide to just stop. However, this has been proven time and time again that it does not work. People just start turning to illegitimate ways to get what they want. This leads to questionable quality and increased health risks, just look at the "cuban" cigar market in the US.
If this continues for too long, it's going to do serious damage to the already fragile B&M network. Once again, reducing market options.

So here's an update. I responded to customer service with a full list of the cigars they failed to include. A few days later they got back to me and asked if I wanted a refund for those or if I wanted them to ship them. I responded that I would like them shipped, thanks.
A few days after that they responded that they didn't actually have any of them in stock. They said they could substitute some other cigars instead and gave me a list of substitutions.
Wanting to get the entire ordeal over with a month after my original order, I agreed to it.
Let's hope that's an end to this horrible ordeal.

Let's hope they come through and the substitutions are satisfactory.
