As a member you pay annual "dues" to be in the club. Essentially you're paying for cigars and a t-shirt. So only members "renew" in that way.

New members are allowed during the renewal process. However you can't just join on your own. You have to be referred in by a current member. Each member gets the opportunity to refer one person per year during this time. So, membership only by referral. No "open enrollment" so to speak.
