None of what I recommended would I consider "harsh." Bolder in flavor, more in your face latakia basically. Latakia dominant. I am a poor judge of nicotine strength because I have a high tolerance to the stuff. Everything I mentioned gives me a 0 or close to 0 nicotine hit. YMMV.
I think "mellow" and "smooth" are really subjective. I think all Balkan's and a lot of Va/Vaper/Vabur flakes are smooth as silk, but a lot of it is technique too. Sipping your pipe will yield not only more flavor profiles, but also a "smoother delivery" IMO.

Thats what I found with the Red Odessa, slow sips and it was really good.That Nightcap and the Star of the East Have caught my eye.Correct me if I'm wrong here it's

It definitely can. I think of Kendal Cream Flake. Burley either gives off a chocolate earth taste or nutty. Dark fired is a different story. That's a more smoky flavor profile then.
Have to be careful though, becuase IMO when burley is done wrong, it is the most harsh tobacco out there. Real vile stuff.
